Is the venture or initiative ready for the next stage rather than simply eager to launch?
Responsibility gate
Are the people and institutions responsible for each decision identified?
Evidence gate
What facts support readiness, and what remains an assumption?
Risk gate
What legal, financial, safeguarding, technical or reputational risks must be addressed?
Decision gate
Proceed, defer, redirect or close—with a recorded reason.
Launch decision board
Readiness and responsibility are adequate.
Specific readiness gaps need work first.
Another pathway or institution is more appropriate.
