Goblis Foundation separates governance, executive accountability and operational responsibility. Positions are defined in the operating system before an individual is appointed, so authority, evidence and reporting lines can be controlled from the start.
The Board provides strategic, fiduciary and governance oversight. The Executive Director is responsible for management and execution. Named incumbents should be published only where current appointment evidence has been approved.

The operating system also carries programme, finance, procurement, communications, systems and MERM positions. Appointment status and authority evidence remain internal unless publication is approved.
